RICHLAND TOWNSHIP BOARD MEETING SPECIAL MEETING September 14, 2010 MEMBERS PRESENT: Kevin Kreger, Supervisor CALL TO ORDER: Supervisor Kreger called the special meeting of the Richland Township Board of Trustees to order at 7:30 P.M. with the Pledge to the Flag. PUBLIC HEARING: Supervisor Kreger stated the purpose of the Public Hearing is to determine millage rates for both the police and fire special assessments to be levied on the 2010 winter tax roll for funding operation for the 2011-2012 fiscal year. Notice of the Hearing was posted and published in The Township Times. Information was presented. No written comments were received. ADJOURN HEARING: Motion by Brian R. Frederick, second by Daniel Preuss, to adjourn the Public Hearing. Unanimous vote. Hearing adjourned -7:33 P.M. CALL TO ORDER: Supervisor Kreger called the special meeting to order at 7:33 P.M. following the Public Hearing to establish police and fire special assessment millage rates to be levied on the 2010 winter tax roll for operation during the fiscal 2011-2012 year. NEW BUSINESS - FIRE MILLAGE: Motion by John Gudaitis, second by Brian R. Frederick, to levy one (1) mill for the fire special assessment on the 2010 winter tax roll for operation during the 2011-2012 fiscal year, projected revenue of $119,858.00. Roll call vote Gudaitis, Yes; Frederick, Yes; Preuss, Yes; Kreger, Yes; Beckrow, Yes. (5) yeas, (0) nays. Motion carried. POLICE MILLAGE: Motion by Brian R. Frederick, second by Daniel Preuss, to levy 3.4 mills for the police special assessment on the 2010 winter tax roll for operation during the 2011-2012 fiscal year, projected revenue of $407,516.00. Roll call vote Frederick, Yes; Preuss, Yes; Kreger, Yes; Beckrow, Yes; Gudaitis, Yes. (5) yeas, (0) nays. Motion carried. PUBLIC COMMENT: None. CALL TO ORDER: The regular meeting of the Richland Township Board of Trustees was called to order by Supervisor Kreger at 7:35 P.M. with the Pledge to the Flag. MINUTES OF PREVIOUS MEETING: Motion by Christine Beckrow, second by Brian R. Frederick, to approve and file Minutes of August 10, 2010 as written. Unanimous vote. Motion carried. BILLS: Motion by Daniel Preuss, second by Christine Beckrow, to pay the bills as listed, total of $852,785.41 Roll call vote Preuss, Yes; Kreger, Yes; Beckrow, Yes; Gudaitis, Yes; Frederick, Yes. (5) yeas, (0) nays. Motion carried. REPORTS: Motion by Daniel Preuss, second by Christine Beckrow, to receive and file the following written reports: Financial/Transaction, Police/Fire, Library, Planning, and Township Manager’s. Unanimous vote. Motion carried. Manager Renee Herhold did complete a six month review on Chief Dalton. Chief Dalton was given an overall rating of Outstanding. PUBLIC COMMENT: Comments were received on Chief Dalton’s review. OLD BUSINESS: None. NEW BUSINESS - PLACE DELINQUENT WATER/SEWER ON TAX ROLL: Motion by Brian R. Frederick, second by Daniel Preuss, authorizing the
Treasurer to place the delinquent water and sewer accounts, as presented, total
of $705.78 on the 2010 winter tax roll for collection. Kreger, Yes; Beckrow,
Yes; Gudaitis, Yes; Frederick, Yes; Preuss, Yes. (5) yeas, (0) nays. Motion
carried. FARMLAND PUBLIC ACT 116 REQUEST - SMITH: Motion by Daniel Preuss, second by Brian R. Frederick, to approve the
application as filed by Donald and Janeen Smith to place three parcels, Section
02-2001-001, 02-1004-000 and 02-1005-001, total of 113.31 acres into the Public
Act 116 Farmland Preservation Program for a 10 year period, authorizing Clerk
Beckrow to sign on behalf of Richland Township. Beckrow, Yes; Gudaitis, Yes;
Frederick, Yes; Preuss, Yes; Kreger, Yes. (5) yeas, (0) nays. Motion carried. CORRESPONDENCE: Written correspondence was received and filed. Supervisor Kreger made a request for a committee of the whole meeting with the Sheriff's Department in regards to the possibility of contracting for police services. PUBLIC COMMENT: Comments were received in regards to information on the sheriff department meeting to be scheduled. ADJOURNMENT: Motion by Brian R. Frederick, second by Christine Beckrow, to adjourn.
