CALL TO ORDER: The Public Hearing of the Richland Township Planning Commission was called to order at 7:30 P.M. by Chairman Clark with the Pledge to the Flag.

PUBLIC HEARING: Chairman Clark stated the purpose of the first Public Hearing is to consider proposed text changes to the Outdoor Wood Fired Heaters, allowing outdoor wood hydronic heaters as a Special Use in an R-1 Single Family Residential Zoning District with a minimum parcel size of two (2) acres. Notice of the Hearing was published in The Township Times as required. Discussion held. No written comments were received or comments from those present. The following language will be added as 4. (a) Minimum of two (2) acres for all zoning districts, changing the other setback requirements to 4 b. and 4 c.

CLOSE PUBLIC HEARING: Motion by Brian Frederick, second by Walter Rohn, to close the first public hearing. Unanimous vote. Public Hearing closed – 7:40 P.M.

CALL TO ORDER: Chairman Clark called the second Public Hearing to order to consider a request for a Special Use Permit to allow a roadside stand and a greenhouse selling retail at 17471 Gratiot Road. The applicant is Thomas and Shirley Pollick. The property is zoned R-1 Single Family Residential, parcel number 22-12-2-29-4009-000. Notice of the Hearing was sent to neighboring properties and published in The Township Times as required. The Pollick’s were not available to comment due to health issues. The Pollick’s plan on constructing the greenhouse adjacent to the rear of the house, growing specialty vegetables along with flowering plants, opening seasonal. No written comments were received or comments from those present. Discussion held. With the approval of the Special Use Permit, Thomas and Shirley Pollick will be required to obtain a business license through the Township.

CLOSE PUBLIC HEARING: Motion by David King, second by Brian Frederick, to close the second public hearing. Unanimous vote. Public Hearing closed – 7:48 P.M.

CALL TO ORDER: Chairman Clark called the regular meeting of the Richland Township Planning Commission to order at 7:48 P.M.

MINUTES OF PREVIOUS MEETING: Motion by David King, second by
Walter Rohn, the Minutes of June 2, 2010 be approved and filed as printed. Unanimous vote. Motion carried.

INSPECTION REPORT: Motion by Brian Frederick, second by David King, to receive and file the Inspection Report for the month of June 2010. Unanimous vote. Motion carried.

ZONING ADMINISTRATORS REPORT: Zoning Administrator Rames stated letters have been sent regarding unlicensed vehicles and a dilapidated fence; reviewed and worked on the future land use map, noted that no site plans have been received from ITC or revised site plan from Covenant showing plantings.

PUBLIC COMMENT: None.

OLD BUSINESS:

FUTURE LAND USE MAP: Zoning Administrator Rames presented photos of the properties along Orr Road which were considered and discussed previously to change on the future land use map to M-1. Discussion held. The future land use map was reviewed.

Motion by Brian Frederick, second by Matt Bray, to change the current A-1 Agricultural Farmland Zoning by extending the M-1 Industrial Zoning District on the future land use map along Orr Road north to include the 80 acres north of O’Hara Road (up to the current A-2 properties), west (one-half mile deep) to Preuss Road. Unanimous vote. Motion carried.

Motion by Brian Frederick, second by Walter Rohn, to change the township owned property on Gratiot Road, west of St. Mary’s Drive, from R-2 Residential Multi-Family to C-2 General Commercial. Unanimous vote. Motion carried.

Zoning Administrator will begin the process to change the future land use map.

NEW BUSINESS:

PROPOSED TEXT CHANGES TO OUTDOOR WOOD FIRED HEATERS: Motion by David King, second by Brian Frederick to approve the text changes to the Outdoor Wood Hydronic Heaters allowing as a Special Use in R-1 Single Family Residential Zoning District, minimum parcel size of two (2) acres with a minimum parcel size of two (2) acres in all zoning districts. Unanimous vote. Motion carried.

SPECIAL LAND USE PERMIT: Motion by Brian Frederick, second by David King, to grant the Special Land Use Permit to Thomas and Shirley Pollick, 17471 Gratiot Road, allowing a roadside stand and a green house selling at retail, parcel number 22-12-2-29-4009-000, with the Pollick’s to also obtain a business license through the Township. Unanimous vote. Motion carried.

PUBLIC COMMENT: None.

ADJOURNMENT: Motion by David King, second by Walter Rohn, to adjourn. Unanimous vote. Meeting adjourned – 8:25 P.M.
