CALL TO ORDER: The meeting of the Richland Township Planning Commission
was called to order at 7:30 P.M. by Chairman Clark with the Pledge to the Flag. MINUTES OF PREVIOUS MEETING: Motion by Bernard Neuenfeldt, second by Brian Frederick, the Minutes of January 6, 2009 be received and filed with one correction, under Accessory Occupation it should read "second by Brian Frederick", not Brian Bauer. Unanimous vote. Motion carried. INSPECTION REPORT: Motion by Brian Frederick, second by Bernard Neuenfeldt, to receive and file the Inspection Report for the month of January 2009. Unanimous vote. Motion carried. ZONING ADMINISTRATORS REPORT: Zoning Administrator Rames stated he is working on one land division application; reviewing the new zoning map; continuing the inventory of non-conforming uses; reviewed additional information regarding wind energy systems; also received the Attorney’s opinion regarding placement of political signs. PUBLIC COMMENT: None. OLD BUSINESS: ACCESSORY OCCUPATIONS: As discussed at the January Commission meeting, legal opinion was received regarding information that Zoning Administrator Rames submitted to the Attorney regarding Accessory Occupations as a "Use Permitted by Special Use Permit". The Attorneys opinion is that it should be allowed only by special use permit in order for the Commission to have the ability to control such uses, reviewing case by case circumstances of the property as to type of use, size and location of the property, and the impact on the surrounding neighborhood. Motion by Brian Frederick, second by Walter Rohn, to receive the
recommendations regarding Accessory Occupations, submitting the proposed changes
to the Ordinance for approval during a Public Hearing to be scheduled at a later
date. Unanimous vote. Motion carried. WIND ENERGY SYSTEMS: Zoning Administrator Rames provided additional information regarding wind energy systems, implementing the State Model Ordinance for Richland Township. Discussion held. Motion by Walter Rohn, second by Bernard Neuenfeldt, to refer this to a
committee for review, bringing recommendations back to the Commission,
appointing Brian Frederick, Matt Kackmeister, Dave King, Zoning Administrator
Rames with Manager Herhold also working with the committee. Unanimous vote.
Motion carried. NEW BUSINESS: MOBILE HOME COMPLAINT: A written complaint was received regarding placement of an illegal mobile home situated on property located at 13930 Gratiot Road. Discussion held regarding all mobile homes. Motion by David King, second by Bernard Neuenfeldt, to table for further
information. Unanimous vote. Motion carried. The complainant will be notified
that the Commission is addressing the complaint. PUBLIC COMMENT: None. ADJOURNMENT: Motion by Bernard Neuenfeldt, second by Walter Rohn, to adjourn. Unanimous vote. The meeting stood adjourned – 8:42 P.M. Respectfully submitted by: Bernard Neuenfeldt, Secretary
