Mgr. Grant Rames, Zoning Admin. CALL TO ORDER: Chairman Clark called the regular meeting of the Richland Township Planning Commission to order at 7:30 P.M. with the Pledge to the Flag. MINUTES OF PREVIOUS MEETING: Motion by Bernard Neuenfeldt, second by David King, the Minutes of January 5, 2011 be approved and filed as printed. Unanimous vote. Motion carried. INSPECTION REPORT: None. ZONING ADMINISTRATORS REPORT: Zoning Administrator Rames stated he reviewed the proposed site plan submitted by Karen Graves for a pond larger than one acre; approved one land division request; continuing with inventory of non-conforming uses. PUBLIC COMMENT: None. OLD BUSINESS: POND LARGER THAN ONE ACRE: The applicant is Karen Graves, 17350 Ederer Road, parcel number 22-12-2-32-4004-000. The property is zoned A-2, Agricultural Dispersed Residential. The application and site plan were reviewed. The proposed excavation is 10 acres, with the edge of the excavation at least 50 feet from all property lines. The deepest part of the excavation is 30 feet. The parcel size is 21.96 acres. Motion by Bernard Neuenfeldt, second by David King, to table the pond request submitted by Karen Graves, 17350 Ederer Road, parcel number 22-12-2-32-4004-000 in order for the applicant to provide approved permits to the Commission from the Michigan Department of Environmental Quality (MDEQ) and the Saginaw County Department of Public Works. Unanimous vote. Motion carried. Also noted, correspondence was received from neighboring properties requesting to deny the special use permit for the pond (petition and documents); Catherine Alloway submitted an email correspondence with concerns; written correspondence was received from Tyler and Jennifer Saxton requesting their names be withdrawn from the request to deny petition. NEW BUSINESS: None. PUBLIC COMMENT: Brian Huebner, Wilcox Profession Services, received and answered questions from both the Commission and the public regarding the proposed site plan for the Graves pond. Some of the concerns that were raised: depth of pond, is pond clay lined, 100 year flood, volume of sand to be removed, issues with well contamination, Round Lake was approved, issues with wild life and roads.
