Grant Rames, Zoning Admin. CALL TO ORDER: The Richland Township Planning Commission meeting was called to order at 7:00 P.M. by Vice Chairman Frederick with the Pledge to the Flag. PUBLIC HEARING: Vice Chairman Frederick stated the purpose of the Public Hearing is to hear comments and answer questions regarding proposed Zoning Classification Changes to parcels, as submitted, along with proposed text changes to the Ordinance regarding horse stables and keeping or boarding of horses; also, text changes to the parking of licensed recreational vehicles. Questions were answered regarding the proposed parcel zoning classification changes. Comments were heard regarding the proposed text changes to parking of licensed recreational vehicles. CLOSE OF PUBLIC HEARING: Motion by David King, second by Matt Kackmeister, to close the Public Hearing. Unanimous vote. Public Hearing was closed – 7:25 P.M. CALL TO ORDER: Vice Chairman Frederick called the regular meeting of the Richland Township Planning Commission to order at 7:25 P.M. MINUTES OF PREVIOUS MEETING: Motion by Matt Kackmeister, second by David King, the Minutes of January 5, 2010 be approved and filed as printed. Unanimous vote. Motion carried. INSPECTION REPORT: Motion by Matt Kackmeister, second by David King, to receive and file the Inspection Report for the month of January 2010. Unanimous vote. Motion carried. ZONING ADMINISTRATORS REPORT: Zoning Administrator Rames stated a sign variance was granted by the Richland Township Zoning Board of Appeals on Monday, February 1st for MidMichigan Medical Center, 16690 Gratiot Road. PUBLIC COMMENT: Tom and Shirley Pollick were seeking direction to place a green house selling trees/produce on their property which is Zoned R-1 located in the 17000 Block of Gratiot Road. Zoning Administrator Rames will contact and work with the Pollick’s concerning this. OLD BUSINESS: None. NEW BUSINESS: PROPOSED CHANGES TO ZONING AND TEXT CHANGES TO ORDINANCE: Motion by Matt Kackmeister, second by Matt Bray, to approve the proposed Zoning Classification changes, as submitted, for parcels listed in Items 1, 2, 3, and 4, recommending for final approval to the Richland Township Board of Trustees. Unanimous vote. Motion carried. Motion by David King, second by Matt Bray, to approve the Ordinance text changes, as submitted in Items 5, 7, 8, 9, 10 concerning definitions for stable and Uses Permitted by Right for keeping or boarding of horses, recommending all for final adoption to the Richland Township Board of Trustees. Unanimous vote. Motion carried. Motion by David King, to approve the text change for Parking of Licensed Recreational Vehicles as stated in Item 6. Motion fails due to lack of support. Discussion held. Motion by David King to amend his motion to also include additional text language for Parking of Licensed Recreational Vehicles in Item 6) c. "Within side and rear setback requirements for accessory structures", second by Matt Kackmeister. Unanimous vote. Motion carried. DISCUSSION: Zoning Administrator Rames presented the Commission with additional information regarding electronic message boards. Motion by David King, second by Matt Bray, to table this for further discussion at the March Planning Commission Meeting. Unanimous vote. Motion carried. Zoning Administrator Rames also submitted information from Thomas Township approving a future land use map update which included the Solar Technology/Renewable Energy Overlay District. The Commission will begin review of our future land use map at the March meeting. PUBLIC COMMENT: Comments were received and answered.
