CALL TO ORDER: The meeting of the Richland Township Planning Commission was called to order at 7:00 P.M by Chairman Clark with the Pledge to the Flag. AMEND AGENDA: Motion by Dave Schafer, second by Bernard Neuenfeldt, to move New Business before Old Business. Unanimous vote. Motion carried. MINUTES OF PREVIOUS MEETING: Motion by Bernard Neuenfeldt, second by Brian Frederick, the Minutes of January 3, 2008 to be approved and filed as written. Unanimous vote. Motion carried. INSPECTION REPORT: Motion by David H. Schafer, second by Brian Frederick, to receive and file the Inspection Report for the month of January 2008. Unanimous vote. Motion carried. ZONING ADMINISTRATORS REPORT: None. PUBLIC COMMENT: None. NEW BUSINESS - INTERNATIONAL TRANSMISSION COMPANY (ITC) REPRESENTATIVES: (Information Questions/Answer Session) Representatives from ITC presented photos of High Voltage 345 kv and 138 kv substations to the Planning Commission for a visual perspective of what is needed to supply Hemlock Semi Conductor and the surrounding grid with the adequate amount of load needed to keep the power at a consistent level. As this is not a "Site Plan Review" exact plans were not available, as this is still in the planning/development stage. This meeting was to allow Commission members to ask questions about why this development is needed and what they could expect to see in the future from this substation site. OLD BUSINESS: PROPOSED LANGUAGE AMENDMENT TO ZONING ORDINANCE: Motion by Bernard Neuenfeldt, second by Dave Schafer, to finalize and set public hearing for March 4th at 7:00 p.m. with regular meeting to immediately follow. Unanimous vote. Motion carried. PUBLIC COMMENT: Neighboring property owners were present; questions regarding pole location in relations to homes, overall size of the substation, nighttime lighting, alarms, when would construction to begin? They also asked how this would affect their property values? ADJOURNMENT: Motion by Dave Schafer, second by Brian Frederick, to adjourn. Unanimous vote. Meeting adjourned – 8:17 P.M.
