Information

The Public Services Department of Richland Township is responsible for maintaining all the infrastructure for the Township. The Water and Sewer System, Township buildings including the office, fire station, the hall, storage buildings and the grounds for all the buildings are all maintained by this department.

The Public Services Department of Richland Township is responsible for maintaining all the infrastructure for the Township. The Water and Sewer System, Township buildings including the office, fire station, the hall, storage buildings and the grounds for all the buildings are all maintained by this department.

Water/Sewer Service:  A form must be completed for all new and/or changes to the water and sewer accounts at the Richland Township Administration Building, 1180 North Hemlock Road.  Water and sewer is billed quarterly based on usage due by the 20th with late fees added after the due date.  For residential customers water is $2.52 per thousand gallons; ready to serve fees are $39.17 per quarter; sewer is $50.63 (under 10,000 gallons of water used) or $5.06 per thousand (over 10,000 gallons of water used).      

Effective April 1, 2020, change in sewer rates - minimum quarterly charge of $50.63 (under 10,000 gallons of water used) or $5.06 per 1,000 gallons of water used (over 10,000 gallons of water used).  

Effective April 1, 2020, for residential customers, the water rater is $2.52 per thousand gallons.    

Water Conservation ---

    1/16" leak at 60 PSI wastes about 24,600 gallons a month (1/16" is about the size of a ballpoint pin tip)
    1/8" leak is not two times more, it is four times more, about 98,600 gallons in a month
    1/4" leak will waste almost 394,000 gallons in a month

Compost Site Hours

Richland Township brush and compost site is located behind the Richland Township Cemetery in the 15000 Block of Gratiot Road.  

Hours of Operation:

For at least the next few weeks the compost site will be open at 8:00 a.m. on Friday morning and will remain open over the weekend, closing at noon on Monday until further notice to allow residents that work during the week the opportunity to dispose of their fall leaves as they continue to fall. 


Monday and Friday  8 a.m. to 12 noon;
Wednesday 12 noon to 6 p.m.;
Friday 8 a.m. to 12 noon;
Saturday, 8 a.m. to 2 p.m.

The site will be closed December 24th through March 31st. 


You may be asked to present identification to prove that you are a Richland Township Resident.  The brush site will close December 1st through March 31st.  

Brush Site Regulations:

-Use of the site is only during posted hours for Richland Township Residents only.
-You may only bring grass, leaves, pine needles (yard waste materials) and brush not longer than six feet in length; not larger than six inches in diameter.  
-There may not be any foreign material mixed with the brush.  If it is wrapped in wire or string, you must remove it and take it with you.
- We do not take tree stumps.
-Persons taking mulch must provide their own equipment.


In the event of a major windstorm, the brush site may be opened for additional hours to help accommodate the need for homeowners to clean up their yards.   


Refuse Service

Richland Township's waste disposal service serves all single family residences with curbside collection of trash and recyclables.  (This service is funded by a special assessment on your property tax statement.)  Collection day is each Thursday with recyclable pick up every other Thursday.  When a major holiday falls on a Monday, disposal service will be a day later.  Two large items may be placed for pick up per week.  Recycling may be placed in any 33 gallons or less container and marked with an "R".    For information on disposal of hazardous materials, please call the Saginaw County Health Department at (989) 758-3686.  Contact the Mid Michigan Waste Authority (989) 781-9555 for additional information on recycling.  For further information:  www.recyclemotion.org

Trash Can Size:
Trash must be in bags or trash cans no larger than 33 gallons and each bag or trash can should not weigh more than 50 pounds.
