JUNE 8, 2010

CALL TO ORDER: The regular meeting of the Richland Township Board of Trustees was called to order by Supervisor Kreger at 7:30 P.M. with the Pledge to the Flag.

MINUTES OF PREVIOUS MEETING: Motion by Christine Beckrow, second by John Gudaitis, to approve and file Minutes of May 11, 2010. Amended Motion: Motion by Brian Frederick, second by Dan Preuss, to add under Public Comment: Discussion was held on the 150^th Sesquicentennial Committee, requesting start up money in the amount of $500.00. Unanimous vote. Motions carried.

BILLS: Motion by Daniel Preuss, second by Christine Beckrow, to pay the bills as listed, total of $45,779.51. Roll call vote Gudaitis, Yes; Frederick, Yes; Preuss, Yes; Kreger, Yes; Beckrow, Yes. (5) yeas, (0) nays. Motion carried.

REPORTS: Motion by Brian R. Frederick, second by Daniel Preuss, to receive and file the following written reports: Financial/Transaction, Police, Library, Planning, Park and Township Manager’s. Unanimous vote. Motion carried.

PUBLIC COMMENT: Comments were received and answered.

OLD BUSINESS: None.

NEW BUSINESS -

2010 LOCAL UNITS TAX FORECLOSURE:

Motion by Brian R. Frederick, second by Christine Beckrow, authorizing Supervisor Kreger to sign on behalf of Richland Township, the "waiver of first right of refusal" submitting none for all 2010 tax-foreclosed parcels located in Richland Township, forwarding the waiver to the Saginaw County Treasurer. Roll call vote Frederick, Yes; Preuss, Yes; Kreger, Yes; Beckrow, Yes; Gudaitis, Yes. Unanimous vote. Motion carried.

PUBLIC ACT 116-FARMLAND PRESERVATION PROGRAM APPLICATION:

Motion by Brian R. Frederick, second by Daniel Preuss, to approve the application as filed by Ruth Kenny to place a 20 acre parcel, Section 28-2002-000 and an 11.24 acre parcel, Section 28-2003-002 into the Public Act 116 Farmland Preservation Program for a 20 year period, authorizing Clerk Beckrow to sign on behalf of Richland Township. Unanimous vote. Motion carried.

MI TOWNSHIP PARTICIPATING PLAN - BALLOT:

Motion by Christine Beckrow, second by John Gudaitis, to cast a ballot for a nominee, Kevin Kreger, to serve on the Board of Directors for the Michigan Township Participating Plan. Unanimous vote. Motion carried.

AGREEMENT FOR ACTUARIAL & CALCULATION SERVICES GASB 45:

Motion by Brian R. Frederick, second by Daniel Preuss, entering into Agreement with Burnham & Flower Insurance Group providing the alternative calculation service, which complies with the Governmental Accounting Standards Board (GASB 45) for $1,150.00, authorizing Clerk Beckrow to sign on behalf of Richland Township. Roll call vote Preuss, Yes; Kreger, Yes; Beckrow, Yes; Gudaitis, Yes; Frederick, Yes. Unanimous vote. Motion carried.

CORRESPONDENCE: Written correspondence was received and filed.

Motion by Daniel Preuss, second by Brian R. Frederick, to amend the agenda to include the 150^th Sesquicentennial Committee. Unanimous vote. Motion carried.

150^th SESQUICENTENNIAL COMMITTEE:

Motion by Brian R. Frederick, second by Daniel Preuss, to dissolve the 150^th Sesquicentennial Committee under the authority of Richland Township, instead to recognize the 150^th Committee as a part of the community within Richland Township. Unanimous vote. Motion carried.

PUBLIC COMMENT: Discussion was held regarding the purchasing of coffee for the Richland Township Fire Department. Consensus was that coffee was provided as part of the "refreshments" given to the firefighters.

ADJOURNMENT: Motion by Daniel Preuss, second by Christine Beckrow, to adjourn. Unanimous vote. Meeting adjourned – 8:15 P.M.
