CALL TO ORDER: The regular meeting of the Richland Township Board of Trustees was called to order by Supervisor Kreger at 7:30 P.M. with the Pledge to the Flag.

MINUTES OF PREVIOUS MEETING: Motion by Brian R. Frederick, second by John Gudaitis, to approve and file Minutes of April 12, 2011 as written. Unanimous vote. Motion carried.

BILLS: Motion by Daniel Preuss, second by Christine Beckrow, to pay the bills as listed, total of $77,173.63 Roll call vote Gudaitis, Yes; Frederick, Yes; Preuss, Yes; Kreger, Yes; Beckrow, Yes. (5) yeas, (0) nays. Motion carried.

REPORTS: Motion by Daniel Preuss, second by Brian R. Frederick, to receive and file the following written reports: Financial/Transaction, Police/Fire, Library, Zoning Board of Appeals, Election Commission and Township Manager’s. Unanimous vote. Motion carried.

PUBLIC COMMENT: Comments by a concerned citizen about the attempted abduction of a middle school student that occurred on Friday, May 6, 2011. Dave Early announcing the Western Saginaw County Health & Wellness Association meetings to be held the 3^rd Tuesday of every month at 7:00 p.m. at the Richland Township Administration Building, inviting anyone to attend.

OLD BUSINESS: None.

NEW BUSINESS -

2011-12 ROAD PROGRAM:

Motion by Brian R. Frederick, second by Daniel Preuss, to approve the Orr Road project as estimated contingent upon Thomas Township approval, crush shape/chip seal Geddes Road from Hemlock to Raucholz pending further long plan improvements to the ITC site, along with graveling Ederer Road from Erskine to Steel, cost shared with Fremont Township total cost of proposed 2011 road projects $169,747.

Discussion was held.

Motion by Brian R. Frederick, second by Daniel Preuss, to amend the original motion to remove Geddes Road from Hemlock to Raucholz and to include Brennan Road from Gratiot to Geddes Road. Unanimous vote. Motion carried.

Original motion, as amended. Roll call vote: Frederick, Yes; Preuss, Yes; Kreger, Yes; Beckrow, Yes; Gudaitis, Yes. (5) yeas, (0) nays. Motion carried.

Motion by Brian R. Frederick, second by Daniel Preuss, to approve Ordinance 2011-1, authorizing Clerk Beckrow and Supervisor Kreger to sign on behalf of Richland Township.

Motion by Kevin Kreger, second by Christine Beckrow, to amend the original motion to Ordinance 2011-11, Section 3: Appointments and Terms: striking "seven" and inserting "five" commission members. Roll call vote Preuss, No; Kreger, Yes; Beckrow, Yes; Gudaitis, Yes; Frederick, No. (3) yeas, (2) nays. Motion carried.

Adoption of Ordinance, as amended. - Roll call vote Kreger, Yes; Beckrow, Yes; Gudaitis, Yes; Frederick, No; Preuss, No. (3) yeas, (2) nays. Motion carried.

CORRESPONDENCE: Written correspondence was received and filed.

PUBLIC COMMENT: Additional comments from concerned citizen about the attempted abduction were taken and discussion was held. John Shields gave a thank you to Home Deport for the grant that was received for park improvements, and the great job they did. Concerns from Gary Wade about emergency calls coming to the township office rather than directed to 911 was discussed.

Motion by Kevin Kreger, second by Christine Beckrow, directing Township Manager Herhold to immediately have all calls forwarded from police department (5707) to the office should have a recording that states if this is an emergency please hang up and dial 911. For non-emergency calls, please leave a message and an officer from the police department will return your call as soon as an officer is available. All calls taken by the office staff (2097, 5806) requesting police department should also tell the caller that if this is an emergency please hang up and dial 911, non emergency calls office staff take name and number and an officer will return your call as soon as available. Unanimous vote. Motion carried.
