Breternitz Joel Wardin Dan Pruess CALL TO ORDER: The meeting of the Richland Township Planning Commission was called to order at 7:30 P.M by Chairman Clark with the Pledge to the Flag. MINUTES OF PREVIOUS MEETING: Motion by David H. Schafer, second by Bernard Neuenfeldt, the Minutes of March 4, 2008 to be approved and filed as written. Unanimous vote. Motion carried. INSPECTION REPORT: Motion by Gary Turner, second by Bernard Neuenfeldt, to receive and file the Inspection Report for the month of March 2008. Unanimous vote. Motion carried. ZONING ADMINISTRATORS REPORT: None ITC REPRESENTATIVES: Questions and comments were received regarding safety issues surrounding substations. PUBLIC COMMENT: Comments and questions were received and answered. OLD BUSINESS: PROPOSED ZONING ORDINANCE LANGUAGE AMENDMENT – Section 1415. Public Utilities And Service Installations – Motion by Gary Turner, second by David H. Schafer, to recommend to the Township Board to amend the following language changes to Richland Township Zoning Ordinance, Section 1415 - Public Utility and Service Installations. (2) In addition to the requirements of Chapter 15, 2 b) The plan shall ensure that the utility distribution facilities shall be inconformity in character and appearance to other buildings, located within 1500 feet of the proposed structure. 2 c) Where such a facility is directly adjacent to other property with the same USE (e.g. Public Utility and Service Installations), the Planning Commission MAY allow for a zero foot set back from those property line(s). The Planning Commission may adjust the set back requirements based upon the type of facility, its size, unique characteristics and location, density of population and buildings, safety, and the general impact on the surrounding properties. 3 b) The Planning Commission may adjust the set back requirements based upon the type of facility, its size, unique characteristics and location, density of population and buildings, safety, and the general impact on the surrounding properties. 4 c) Assessment of the alternative designs and color schemes. Discussion held. Unanimous vote. Motion carried. Motion by David H. Schafer, second by Bernard Neuenfeldt, to recommend to the Township Board to amend the following setback changes to the Richland Township Zoning Ordinance, Section 1415 – Public Utility and Service Installations. 2 c) The facility plan shall show that the facility shall be located at least 200 feet from any property boundary line and at least 400 feet from any current structure. 3 b) Utility Distribution Facilities shall be located with a minimum set back from any property line equal to at least 200 feet from any property boundary line and at least 400 feet from any existing structure. Discussion held. Unanimous vote. Motion carried. NEW BUSINESS: None. PUBLIC COMMENT: Comments and questions were received and answered. ADJOURNMENT: Motion by David H.
