RICHLAND TOWNSHIP BOARD OF TRUSTEES

CALL TO ORDER: The regular meeting of the Richland Township Board of Trustees was called to order by Supervisor Kreger at 7:30 P.M. with the Pledge to the Flag.

MINUTES OF PREVIOUS MEETING: Motion by Daniel Preuss, second by Brian Frederick, to approve and file Minutes of December 14, 2010 as written. Unanimous vote. Motion carried.

BILLS: Motion by Daniel Preuss, second by Christine Beckrow, to pay the bills as listed, total of $652,672.76. Roll call vote Gudaitis, Yes; Frederick, Yes; Preuss, Yes; Kreger, Yes; Beckrow, Yes. (5) yeas, (0) nays. Motion carried.

REPORTS: Motion by John Gudaitis, second by Christine Beckrow, to receive and file the following written reports: Quarterly Financial / Transaction / Investment / Budget Amendments, Police / Fire, Library, Planning, Zoning Board of Appeals and Township Manager’s. Unanimous vote. Motion carried.

PUBLIC COMMENT: None

OLD BUSINESS: None.

NEW BUSINESS -

EXTEND DUE DATE – 2010 WINTER TAX:

Motion by Brian Frederick, second by John Gudaitis, to extend the 2010 winter tax from February 14^th to February 28^th, 2011, payable without late penalties. Unanimous vote. Motion carried.

WAGE COMMITTEE RECOMMENDATION:

Motion by Kevin Kreger, second by Daniel Preuss, effective with fiscal year April 1, 2011, wage freeze for non-union employees, charge union employees 3% cost of health insurance and to table the recommendation to place the receptionist position to less than 35 hours per week and to review departments, benefits and policies for board action in coming months. Roll call vote Frederick, Yes; Preuss, Yes; Kreger, Yes; Beckrow, Yes; Gudaitis, No.

RESOLUTION 01-2011 ALTERNATE DATE FOR MARCH BOARD OF REVIEW:

Motion by Brian Frederick, second by Christine Beckrow, to adopt by Resolution 01-2011 allowing an alternative date for the second meeting of the March Board of Review, authorizing Clerk Beckrow to sign on behalf of Richland Township. Roll call vote Preuss, Yes; Kreger, Yes; Beckrow, Yes; Gudaitis, Yes; Frederick, Yes. (5) yeas, (0) nays. Motion carried.

CORRESPONDENCE: Written correspondence was received and filed.

PUBLIC COMMENT: Timothy Rohn voiced his concerns on the changes the Wage Committee made to the Board.

Tim Metro – Comments on reviewing everything across the board for the township.

Phil Coulson – Comments on Wage Committee’s recommendation to cut the receptionist position.

OTHER ITEMS: ARMS training for the police department is scheduled for January 31, 2011 and the go-live date for ARMS is set for February 1, 2011.

Road improvement budget items need to be given to the Manager or the Supervisor.

New Hire policies for the township need to be worked on; any ideas please let the Manager know.

Monday, January 17, 2011 at 4:00 pm. Insurance Seminar will be held at the township office.
